Structure

The Navy’s organization is ruled by the principles of effectiveness as far as the mission is concerned, of flexibility at an operational level, of structural optimization and of genetic balance, in articulation with, and in some cases complementarily to, the Ministry of National Defense, the Defense Staff of the Portuguese Armed Forces and the other branches.

In terms of organization, unity of command is sought to be ensured, which, in turn, makes it possible to coordinate the use of the means to promote the economy of effort.

The CNS is responsible to the Chief of Defense (CHOD) for operational purposes and to the Minister of National Defense for the administration of resources. The CNS is inherently the National Maritime Authority.

The direct supporting bodies of the CNS have the responsibility for strategic formulation and planning with regard to the entire strategic vision for the Navy. It is up to the four superintendencies (Material, Personnel, Finance and Information Technology) to manage their resources. The Fleet Command, with its elements, responds to the readiness, command and use of the means and resources assigned to it. The bodies responsible for marine sciences and techniques are the Hydrographic Institute and the Naval Academy. The Navy Academy and the Navy Cultural Commission are the organs of cultural nature. The inspections and audits are carried out by the Navy General Inspection.

The Maritime Search and Rescue Service, which operates within the scope of the Navy, is the service responsible for search and rescue actions related to accidents involving ships or vessels.
